High power energy saving project ,

Hello, I am an Electrical and electronics technician.I came up with a design of a high power saving system which can upgrade power from 5kva to 50 kva . The user can pay for 5kva while having a supply of 50kva without involving any corruption.I am looking for funding of the project in a form of materials and workshop facilities to build and test the system.
